The Site consists of three aboveground tanks (AGTs), two dispensers, and a cardlock system. Eel River Fuels operated the cardlock from April 2012 until NBI purchased the Site on 19 April 2017. In May 2017, NBI drilled two soil borings near the cardlock and AGTs at the Site. Soil samples collected from the boring near the cardlock contained total petroleum hydrocarbons as diesel (TPHd) at 3,190 milligrams per kilogram (mg/kg) and TPH as gasoline (TPHg) at 814 mg/kg. TPHd + TPHg found in soil and gw sample MIDDLETOWN SCHOOL DISTRICT 11710 BUTTS CANYON RD MIDDLETOWN CA LAKE COUNTY Gasoline Soil Tank Closure HARBORTH EXCAVATING 18195 SPRUCE GROVE EXTENSION HIDDEN VALLEY CA Diesel The site is located in a hilly, rural/commercial area of Hidden Valley (Figure 1). One domestic well is located on the site. A 1,000-gallon above-ground diesel storage tank (AST) had been removed from the site approximately in 1991 or 1992. During the removal of the AST, fuel and rinse material were reportedly discharged on-site. In December 1996, excavation of hydrocarbon-impacted soil was performed at the site. Approximately 100 cubic yards of impacted soil was removed. Six soil samples were collected from the side walls and floor of the excavation. Ground water was encountered at a depth of approximately 13 feet below surface grade (bsg) during excavation; a grab water sample was collected from water collected within the excavation. Total petroleum hydrocarbons quantified as diesel (TPH-d) were detected in soil samples collected from the excavation and in the grab water sample collected from the excavation. Volatile aromatics (benzene, toluene, ethylbenzene, and xylenes: BTEX) were not detected in either the soil samples or the grab water sample collected from the excavation. After receipt of analytical results for the samples collected, approximately four feet of soil was removed from the entire face of the northern wall of the excavation. Soil samples were not collected following the additional excavation. The excavation was backfilled with the overburden soil and imported clean soil in February 1997 to remove the hazard of an open excavation. Staff is not aware of any additional investigation or remediation work performed at the site. In the late 1970s, Air Power installed a disposal system for aircraft engine repair rinsate water consisting of an oil/water separator, an underground “septic” holding tank, and a leach field. Site was stabilized under USEPA direction in 2007 by removing debris and consolidating and capping the tailings. Bobst Property 7385 Reclamation Road Upper Lake CA Setting: The site encompasses approximately 103 acres and is located on the east side of highway 29, in Upper Lake, California . Structures on the Bobst property are comprised mainly of an equipment barn, a residence with detached garage, and a shed. Source: The contamination on the site was first observed during a visual investigation of the entire property. Stained soil was observed beneath the aboveground storage tank (AST) containing diesel fuel. Soil stains were also observed in other areas at the site. There are five general areas on the site where elevated levels of petroleum hydrocarbons were suspected during a phase I investigation. These five areas are AST Tank, Barn, Drum Shed, Residence, and Tractor area, as shown in Figure 2. • In February 2006, a phase II site investigation was conducted and soil samples were collected from five areas of concern. • Soil analytical results indicated that TPH-D were present above the ESLs. • Additionally, the laboratory noted that chromatographic peaks were observed in the carbon range of C5 through C6 and greater. • The highest concentration of TPH-D was detected at 35,000 mg/kg from the soil sample collected from the area beneath the abandoned tractor. • Results collected from the drum storage area had also indicated the presence of fresh diesel. Concentrations of total petroleum hydrocarbons as motor oil (TPH-MO) were found in soil samples collected from the barn area. The maximum concentration was detected at 4,700 mg/kg. • TRPH was quantified above the laboratory’s RDLs in the nine soil samples collected at the site. • The highest TRPH concentration was detected from the soil samples taken inside the barn at 210,000 mg/kg. Actions: • In October 2006, Winzler & Kelly proposed a remedial excavation workplan, based on the results from Phase II investigations. The Central Valley Water Board approved the workplan in November 2006. • On 14 and 15 October 2007, Ben’s Truck & Equipment Inc., of Red Bluff, California (BTE) performed remedial soil excavation of the petroleum hydrocarbon impacted soil at the site in the areas of the tractor, equipment barn, garage, and the AST. Excavation of the former waste oil drum storage area was performed on 22 October 2007. Confirmation soil samples were collected from the sidewalls and bottom (except from the area under the tractor) of each excavation to verify that the impacted soil was removed. • The remedial activities proposed in the workplan have been completed at the site. A total of 531 cubic yards of impacted soil was removed, 181 cubic yards more than originally estimated. Of the 531 cubic yards, 109 cubic yards of impacted soil was transported and disposed at the Ostrom Road Landfill located in Wheatland, California. The remaining 423 cubic yards of impacted soil was transported and stockpiled at the Bio Industries, Inc., a bio-remediation facility in Red Bluff, California. • On 21 October, 2008, a certificate of treatment and disposal was provided by the Public Works Department, Lake County, certifying that 560.26 tons of soil originating from the site was treated and disposed at their facility. (copy attached) • Confirmation soil samples collected from the sides and bottom of the AST, garage/driveway, and tractor excavations have been reported TPH-D and TRPH below the ESLs. Confirmation soil samples from the equipment barn area ranged from non detect (ND) to 20 mg/kg for TPH-D and ND to 31 mg/kg for TRPH. The confirmation samples from the former drum storage area were reported as ND to 36 mg/kg for TPH-D and ND to 28 mg/kg for TRPH. TPH-MO was detected below the laboratory detection limit of 50mg/kg. Extent defined: Yes Threat to Groundwater: Groundwater was encountered at about 3.5 feet below ground surface (bgs) from the tractor area and the spill onto the Bobust Property, and based on the soil samples analyzed from the bottom of the excavation, groundwater quality is notimpacted. Threat to Human Health: • Vapor Intrusion Hazard: There are no pollutants that pose a vapor intrusion hazard. • Dermal Contact Hazard: There is not a dermal contact hazard at the site. Summary: Central Valley Water Board concurs with the evaluations conducted by the Lake County Public Works Department and the conclusion that the Bobst Property does not have residual concentrations of contaminants that pose either a threat to water quality, human health, or the biota. Approximately 3000 gallons of unleaded fuel polluted soil and groundwater. The RP excavated about 3000 cubic yards of contaminated soil immediately after the spill. Monitoring wells were installed in the source area and downgradient of the spill. The source area and an area across the road downgradient of the spill had gasoline and the oxygenate MTBE at levels impairing beneficial uses of groundwater. Source areas and dowgradient groundwater and soil vapor extraction and treatment were begun in August 2002. The groundwater and soil vapor extraction systems were decommissioned in April 2006. In its place, a groundwater circulation/stripping system was installed and operated through 2011. The station opened in 1950 and originally contained four (4) underground storage tanks (USTs), all of which have either been removed or closed in place. In 1197, one three compartment 20,000 gallon tanks was installed at the site. Soil sampling in 1999 indicated the presence of petroleum hydrocarbon in soil and groundwater at the site to a depth of approximately 10 feet below ground surface (bgs). Subsequent investigation work delineated the contamination, indicating that the plume had migrated across Main Street towards Clear Lake. Monitored natural attenuation was selected as the remedial measure for the site in 2006 and goundwater monitoring has been performed at the site since December 2000. Current data indicate the plume is decreasing in size and concentration and that soil vapor intrusion is not a significant health risk at the site. Closure of the site under a Low risk Scenario is possible and may be considered in the near future.
